Animoto is a web application which analyze audio characteristics and create music videos from the images you upload. To be fair, this is more a photo slide show than a real film, although the final result will largely depend on the quality and the quantity of images you upload.
A 30 seconds clip is free and a full-lentgh video will normally cost you 3$.
Animoto have also put on a music submission program - here - where bands can submit up to one song per month and be included in a pool of music that other users can add in in their own videos with their own pictures.
